I think that the wheelchair is for the times when the owner of the motorcycle is too drunk to straddle the motorcycle…

It could be anything, but it certainly IS a bad way to get the friend riding on the wheelchair killed!
They should have strapped the wheelchair with its wheels up, then if they flipped over, they would keep rolling.
